I don't know much about weather, but I do know that at around 4 PM on Sunday afternoons in February, it usually rains in Daytona, Florida. Presumably that's why the Daytona 500 started at 12 PM Eastern for many years. Now it starts at around 3:30 PM, and it usually finishes sometime within the next 48 hours.
